If either hand totals 8 or 9 on the initial two cards, it is called a "Natural" and the round ends immediately. Otherwise, fixed drawing rules determine whether a third card is dealt to Player, Banker or both. You never make this decision — the rules are automatic.
After all cards are dealt, whichever hand has a total closer to 9 wins. If you bet on the winning side, you are paid according to the payout table. A Tie outcome means both sides get their stakes back unless you specifically bet Tie.
